To resolve this issue follow following steps as per Microsoft article No 252304:
step1. Right click on the Outlook.exe and see properties
step2. Select Compatibility tab and click Run this program in compatibility Mode.
Step3: Click Ok and restart outlook.

Follow The Following Steps to Fix Error 651:
Step 1:Restart your PC: many time simple restart fix these error
Step 2: Download RASPPPOE.sys File from http://www.windowsreference.com/wp-c…5/raspppoe.zip and replaced from current file:You found your current Rasppoe.sys in c:\windows\system32\drivers.
